INTELLECTUAL PROPERY STRATEGY HEADQUARTERS FOCUSES ON ANIME DVD PIRACY-MOVE TO ILLEGALIZE DOWNLOADS

The 18th meeting of Intellectual Property Strategy Headquarters was held on December 13, where the Japanese Ministry of Education, Culture, Sports, Science and Technology (MEXT), which has ties with anime and manga, presented a report outlining the impact of, and measures to combat, international Counterfeiting and Piracy, with special attention to the piracy of Anime DVDs and the illegalization of content piracy via electronic downloads.


Also discussed was the government initiative, Global Program for Media Art Promotion, whose budget for 2007 will be increased to 857 million yen, up from 439 million yen in 2007.
 
The Ministry of Foreign Affairs (MOFA) will work on implementing treaty on nonproliferation of the Counterfeiting and Piracy. It is also working in coordination with the persons concerned to select an “Anime Culture Ambassador” who will present anime creators’ works through each country's embassy and consulate.
 
Trade and Industry (METI) will be implementing Anti-Counterfeiting Trade Agreement (ACTA), and will be working with China to strengthen the related law enforcement concerning pirated goods.
 
The Intellectual Property Strategy Headquarters will prepare a bulletin report, outlining suggested actions the government may undertake in their effort to combat piracy. This report will be reflected in the Intellectual Property Promotion Program 2008, which will serve as a guideline for Intellectual Property Strategy in Japan.
