The Chinese Embassy has been taken over by a group of heavily armed criminals. They have taken many hostages, but it is unclear as to how many there are in danger, though there were estimated ten workers in the building when the Embassy was taken over.

These criminals are known as the Individual Eleven, but how many there really are is unknown. Their demands are very clear indeed - they want a stop put on the acceptance of Chinese refugees in Japan, and the complete closure of the five residential districts, which are along the country.

Motoko Kusanagi and Saito of Section 9 are waiting for orders from the Chief to sort the problem out, but now that Section 9 has been rebuilt, the Prime Minister allowed the budget for it, though reluctantly as its members do have quite a reputation. Motoko feels her to be a problem. The squad IS are using their training exercises to get a better idea of their target when a fatal accident of one of the crew happens and it becomes more strange to find out the AI has gone rogue making others think it was an act of terrorism by the Individual Eleven.

Mr Aramaki of section 9 is met by a stranger who introduces himself as Hitori Goda who is assigned to work with them on this terrorist case, but the Major is none too pleased as Goda seems to want to take over.
Saito questions the Major's decision to see things Goda's way for now, and she tells him they would not have got the vital information they needed to go ahead if not for Goda.

This stand alone DVD will hold the interest of many who have enjoyed the series so far. There is plenty of suspense and drama to carry fans through the heavy plotline and side stories which keeps the general interest going throughout. Goda is the one character no one will be sure of in the story, and who most would think had something to hide. And with him aiding Section 9 and going into the Residential District to sort out the problem there is little wonder Section 9 do not want to celebrate what Goda thinks is their victory over the terrorist faction.

In fact it leads them to think what happened before might not have been an act of terrorism, but something else entirely. And there is the issue of the pilot and Goda's personal history to take into account.

When the Individual Eleven are investigated further, it seems there are several instances where they have caused acts of terrorism all over the country, but one man is seen more than once and leads them to investigate who he is, but when they do, they uncover more hidden than they thought.

This DVD has enough mystery in it to keep most hardened anime enthusiasts watching, and that is no surprise.

Intensely violent, explosive and downright exiting to watch - Section 9 always get the job done!
