The year is A.D. 2030 and Yamaguchi needs to talk to Togusa who he worked with at HQ on the Laughing Man case. Togusa remembers the guy kidnapped a C.E.O. of a micromachines corp, holding him for a ransom. Now that it was six years ago, he wonders why Yamaguchi wants to dredge the case up now. Yamaguchi thinks there is something strange going on as those he works with have been acting wierd, and he thinks it is a cause for concern. He has important data to discuss with him, and it seems his concerns might just be right.

Section 9 are being called into play as a restaurant has had Geisha robots take the Minister of Foreign Affairs and his personal secretary hostage, but no demands have been made. Enter Major Motoko Kusanagi, and her fellow officers, Tegusa, Ichikawa snd Saito.

Now that the Laughing Man case has been opened up again, Motoko and her team have been assigned to sort the problem out as the Laughing Man is believed to be a super class A hacker but whether this is done by one person or a gang is unknown.

Togusa gets help from a Mrs. Yamaguchi who gives him a manila envelope with photographs inside, but as he looks at them in depth, he finds he cannot fathom what they are supposed to mean.

This OVA is a welcome addition to the Ghost In The Shell series, and is a brand new as well as remixed and re-edited version of the extremely successful story arc from the first ever series.

It has been given an upgrade to theatrical film quality, new footage, and a new audio dub, which increases the enjoyment of the viewing experience. It also brings this anime from a TV series to becoming a feature length film leaving the running time at two-and-a-half hours.

IN SUMMARY:
This will be just what people have been waiting for in an OVA for a long time. Thrilling, and thoroughly enjoyable.
